Can You Ship Hemp, CBD, or Marijuana?

The rules are strict and vary dramatically by product type. Hemp-derived CBD with under 0.3% THC may ship through UPS with a contract. Marijuana is prohibited by all carriers.

The Three Categories

There are three distinct categories, and each has completely different rules:

  • Marijuana (THC > 0.3%): Prohibited by ALL carriers — FedEx, UPS, and USPS — even for medicinal use
  • Hemp-derived CBD (THC < 0.3%): UPS accepts with a contract and Certificate of Analysis. FedEx and USPS do not accept.
  • Synthetic cannabinoids: Prohibited by all carriers

UPS Rules for Hemp & CBD

  • Requires a signed UPS agreement for hemp/hemp-derivative shipments
  • Must provide Certificate of Analysis showing less than 0.3% delta-9 THC on a dry weight basis
  • Adult Signature Required on all deliveries
  • Packaging must not identify contents as containing hemp (non-descriptive labeling)
  • UPS prohibits hemp derivatives intended for consumption through an aerosolized solution (vapes)
  • UPS will not accept shipments from any location that sells marijuana or marijuana products
  • Synthetic/lab-made cannabinoids are strictly prohibited

FedEx & USPS Rules

FedEx: FedEx prohibits the shipment of marijuana, hemp, CBD, and all related products. Even with a license, FedEx will not accept these shipments.

USPS: USPS prohibits marijuana and CBD under federal law. Hemp (with under 0.3% THC) may be mailable under specific conditions per the USPS hemp shipping rules, but the rules are complex and require strict compliance.
